After a brief introduction and thanks to the committee by Chief Mastropietro, Father Byrne blessed the new engine with holy water and Mayor Siegel sprinkled champaign. Firefighters had been out through the night responding to dozens of calls because of the Nor'easter when the call came in. Crews were able to quickly attack the fire and contain it to the bedroom and hallway. This course is designed as a foundational course for all public safety and rescue professionals. The focus of this one-day training program is on surface rescue for cold water and ice incidents with an emphasis on personal survival and safety of the rescuer. It is designed to provide the public safety and rescue professional with the knowledge and skills necessary for safe rescue and recovery operations in, on and around ice and cold water. • The Rescue Process • Ice Safety Principles • Incident Command • Cold Water Rescue and Survival • Ice Rescue and Survival • Recognition and Management of Hypothermia • Use of Specialized Safety and Rescue Equipment The two intensive 2.5 hour practical sessions require each participant to wear either a Cold Water/Ice Rescue Suit or a Dry Suit with a PFD. During the 15 practical evolutions, each participant rotates through various positions at each station including Primary Rescuer, Secondary Rescuer, and Victim. Participants are continually active during the 15 practical evolutions and are responsible for manning tether lines when not serving in the above capacities. After completing the rotation within each practical evolution, the team of students then immediately rotates to another practical evolution. Embers from the roof dropped down between the buildings and ignited debris and siding in between the buildings. The fire eventually worked itself into the structure of the building causing minor damage. Firefighters from Tarrytown, Dobbs Ferry and Elmsford assisted Irvington with extinguishment. The ramp from I-87 south to Saw Mill River Parkway north in Elmsford turned into a sheet of ice causing more than 15 vehicles to pile up. Irvington and Ardsley Fire Departments were dispatched to assist while Elmsford was out on additional calls. Some occupants were transported to the hospital with minor injuries but no one was seriously hurt. During the inspection the committee reviewed all aspects of the truck with representatives from the various departments including pump layout, electrical, lettering and the finish/fabrication group. Work on the truck will continue and 4 Guys estimates that the truck should be completed and delivered by mid-January. The committee will make one more trip out to visit for a final inspection prior to its delivery to Irvington. Vincent Liuzzo and Raymond Cipriano, both of Woodbury, Conn., were charged with violating the county licensing law, a misdemeanor, Irvington police Lt. Michael Morano said. The fire started when the painters were using a heat gun to melt old paint off the house at 60 W. Clinton Ave. and accidentally ignited the wall, Morano said. No one was home at the time of the blaze and no one was injured. The blaze began as the pair of painters were working outside the first-floor windows about noon, said James Ruffler, Irvington second assistant fire chief. A fire alarm in the house alerted authorities. Firefighters were greeted by heavy smoke and fire, as flames extended through the walls up to the second floor. The fire was under control within an hour, but firefighters continued working through the afternoon, pulling apart walls on the front of the house to check for more fire. Irvington, Dobbs Ferry, Pocantico Hills and Elmsford firefighters battled the blaze, while Tarrytown firefighters covered Irvington. Liuzzo and Cipriano were given tickets to appear in Irvington court on Nov. 9. Working together, members from both teams were able to find a mannequin under water using the county underwater vehicle. Divers from Irvington then submerged to retrieve it successfully. Future training sessions have been planned between the two agencies in other locations including the Hudson River. "First responders serve their communities by responding to emergencies and helping those in need of assistance," said Congresswoman Lowey. "It is our responsibility to do everything we can to keep them safe and healthy on the job. I am pleased the Department of Homeland Security is addressing this need in Irvington." Congressman Eliot Engel said, "This program is designed to give our first responders the equipment they need to perform their heroic tasks. Scott Air Packs are vital to any firefighter, allowing them to combat fires while avoiding the perils of smoke inhalation and heat damage to lungs. McCarthy died while fighting a fire at the old Fordham Estate on Harriman Road. While venting a window Daniel was overcome by smoke when a backdraft occured. A plaque is permanently mounted at fire headquarters in his honor. Included on this memorial is the actual letter Daniel wrote on February 22, 1926 to the board of trustees requesting that he have permission to join the Irvington Fire Company. He was 21. Daniel is honored every year at Immaculate Conception Church in Irvington, during the annual Daniel McCarthy Memorial Mass. This mass is held in February and is in memory of him and all departed members of The Irvington Fire Department. Firefighters practiced both underwater and surface ice rescue scenarios. During the first part of training, rescue divers submerged below six inches of ice practicing scuba and search skills. The second part of the training evolution involved all members that attended. Each member donned their Sterns cold water immersion suit and practiced self-rescue and victim rescue. The training took place on the Hudson River at Kingsland Point Park. The scenario was a pleasure boater in cardiac arrest collides with kayakers. Irvington's Marine 4 pulled injured victims from the waters surface along with Marine Units from Sleepy Hollow, Tarrytown, Nyack and Piermont. The divers from Irvington F.D. teamed up with divers from Mount Pleasant P.D. to do under water search patterns to find drowning victims. Divers from Piermont also searched for and located drowning victims. All victims were transported to Phelps Hospital by local EMS units.
